It should be recalled that this is a prediction of quantum field theory in curved spacetime and that quantum field theory is a theory of fields, not particles. In fact, any attempt to describe the process in full detail using particles close to the black hole will be flawed, since it is not possible to define what is a particle when close to the black hole. It should be emphasized that these pictures of the mechanism responsible for thermal emission and area decrease are heuristic only and should not be taken too literally.
